BIA proposes tax incentives for businesses if they support education

Tax and other financial incentives for businesses are proposed by the Bulgarian Industrial Association (BIA) in order to involve them in the process of additional funding of education. This became clear today after the employers’ organisation sent a letter to Finance Minister Simeon Djankov, insisting that its ideas for reforms in education, healthcare and the pension system should be included in the agenda by the National Council for Tripartite Cooperation.

BIA prepared its proposals for changes because of the recommendations of the Council of the European Union for reforms in some key areas and the instructions of PM Boyko Borissov to institutions to give ideas for changes.

In the field of education, businesses proposed the state funding for preschool, primary and secondary education to be based on the number of children attending the respective school, regardless of whose property it is. They also suggested teachers’ qualification to be improved by offering flexible forms of training and encouraging teachers’ internships at enterprises related to the subjects they teach.

In order to avoid levelling, employers suggested the establishment of a system of elite schools for children with a proficiency in the Bulgarian language and broadening the practice of intensive learning of foreign languages, mathematics and informatics.

In the field of the pension system, BIA proposed the state administration to pay their personal social security contributions. Social pensions and social benefits should be paid by the respective competent authorities, BIA insisted.

One of the measures proposed by BIA with regard to healthcare is that the reform should be conducted on the basis of a comprehensive computerisation of operations. Another idea is a decision on the status of hospitals to be made in order to allow them to hold negotiations with the National Healthcare Insurance Fund (NHIF) on their own.
