New public procurement tender for part of the waste plant in Sofia to be launched

“Sofia Municipality will launch a new public procurement tender in order to select a contractor for the construction of a composting facility which is part of the garbage processing plant near Sofia,” Maria Boyadjiyska, Deputy Mayor for ecology in Sofia, announced yesterday.

The previous procedure was cancelled by the municipality because the offer price of the only bidder, admitted to the tender for the construction of the facility, was higher that the indicative amount. At the end of last week, the European Commission (EC) approved a grant of €50 mln for this stage of the project. Nevertheless, the start of the construction of the waste processing plant in Sofia will be postponed once again. In the spring, the EC returned the project because it did not agree with the technology chosen for garbage processing.

A contract for a co-financing loan with the European Investment Bank is to be signed. However, the contract should be approved by the Sofia Municipal Council before that.

The consultant, preparing the analysis for the second stage of the project, has verified the quantities of waste estimated by the municipality. An analysis of the garbage fee for households is being made at present.

Maria Boyadjiyska commented as well on the savings for the municipality that would result from the incineration of waste at the Sofia Central Heating Utility, compared to burning them at the cement mills in the country. The price fixed for incineration of waste at cement mills is €10 per ton. In addition, there will be costs for transporting of 120,000 tons of garbage.

“The new capacity that will be built at the Sofia Central Heating Utility for burning waste will be up to 50 megawatts and will be much cheaper for the taxpayers in Sofia,” Boyadjiyska explained.

Our country is being seriously monitored by Brussels because of the waste management problems in Sofia. At the end of last week, representatives of the European Parliament even inspected the landfill in Suhodol. If the capital allows another garbage crisis, Bulgaria will face the risk of a lawsuit at the European Court in Luxembourg and daily penalties of €50,000.
