Georgi Kadiev: The Sofia Municipal Council pays BGN 500,000 for legal services without public procurement tenders

“In the last four years, Sofia Municipality paid a total of BGN 500,000 for outside legal services without public procurement contracts,” announced Municipal Councillor Georgi Kadiev from the Bulgarian Socialist Party during the SMC meeting yesterday.

This was done on a friendly basis. Kadiev revealed a case related to former Deputy Mayor for Finance and Economic Activities Minko Gerdzhikov, who recommended an attorney firm which was deemed "an opportunity for corruption."

A total of 13 cases and 6 attorney firms were concerned. Under the then effective legislation, public procurement contracts were not required but, according to Kadiev, they were imperative in order for any doubts of a lack of transparency to be avoided.

Part of the 13 cases, however, were not “filed in court," as required, in order for a public procurement tender to be avoided. Therefore, a financial infringement took place as well and Georgi Kadiev intends to refer the case to the Bulgarian National Audit Office.
