Vladimira Yaneva is threatened with disciplinary penalty because of delayed cases

“The new Chairwoman of the Sofia City Court (SCC) Vladimira Yaneva has been proposed for disciplinary penalty because of delayed cases,” announced yesterday experts from the Inspectorate at the Supreme Judicial Council (SJC).

The inspection for the period January 1, 2010 - June 16, 2011 discovered that Yaneva had defaulted or delayed submitting arguments on some 43 cases.

The Head of the SCC is one of nine judges who have not kept the deadlines for ruling on cases but merely four of them will be proposed for disciplinary penalty. The inspection also discovered that Judge Yaneva had scheduled 31 cases for first session of the court violating the deadline of three months, foreseen in Art. 252, Para. 2 of the Criminal Procedure Code. In six of the cases, the delay was between 2 and 3 months.

The SJC Inspectorate concluded that Vladimira Yaneva had “violated systematically the deadlines laid down in the procedural laws." In general, the disciplinary penalty might be a reprimand, a wage cut, a demotion or even dismissal.

Vladimira Yaneva was elected as Chair of the SCC in late May and since then the scandals around her have not faded away. She was blamed for a conflict of interest because she had tried cases related to the Sofia Properties company but her father had made deals with that enterprise. Several resignations were submitted in the system in protest of her election as Chair of the largest court in our country and the European Commission described in its report her appointment as negative.
