At least 176 aircraft not to operate due to the lack of fuel

A total of 176 aircraft are refuelled by Lukoil in the cities of Ruse and Varna alone which means that in a day it will be impossible for them to operate, stated yesterday the CEO of Lukoil Bulgaria, Valentin Zlatev at a special conference convened as a result of the announced but failed meeting between the management of Lukoil Neftochim and the Finance Minister, Simeon Djankov. According to him, the Bulgarian budget organisations owe to Lukoil funds enough for the purchase of 500,000 tonnes of fuel, while 45% of the freight transported by BDZ (Bulgarian State Railways) belong to the Russian oil company.

"For a year and a half, we have been persuaded how they will borrow a World Bank loan and pay us," commented the Director of Lukoil Bulgaria. There will be no fuel crisis, promised Zlatev. Gas stations will not close down within the next 20-30 days. Meanwhile, an organisation will be set up for fuel deliveries from Romania through Giurgiu. The management of Lukoil Neftochim has taken definitive action for decommissioning the refinery, which will happen within a day and a half if, until that point, no compromise has been reached with the Bulgarian National Customs Agency over the revoked tax warehouse licence. According to Zlatev, the company has been placed in an inability to meet the requirements of Ordinance No. 3 for the installation of fuel measuring devices within the one-year deadline because the factory must report on at least 400 points.

Thus, so far the Customs have controlled every piece of tool entering and leaving the factory," said also he. So far, Lukoil has invested $16 mln in the mounting of metres for recording the quantities of fuel passing through the company's customs warehouses. Only the remaining investment of another $11 mln remains to be finalised. Should the licence of Lukoil Neftochim be revoked, it will take a month and a half for putting it again into service, which will cost BGN 5-6 mln. According to Zlatev, for over 10 years, the group of Lukoil subsidiaries in Bulgaria has been our largest taxpayer, our largest exporter and the largest investor. Over this period, they have contributed a total of BGN 21,33 bn in taxes to the state budget and investments stand at $ 2,35 bn.
