Georgi Ushev elected Chairman of the Specialised Court by 21 of SJC’s magistrates

Georgi Ushev, a magistrate from the Sofia City Court (SCC), was elected yesterday Chairperson of the Specialised Criminal Court, after receiving the support of 21 out of the 23 members of the Supreme Judicial Council (SJC). Until now, Ushev was deputy chairman of the Sofia Regional Court, but during the last two years was also commissioned to the SCC. The other contenders for the post were the Head of the Regional Court in the town of Slivnitsa who received only two votes, and Velichka Ivanova-Vlasheva, judge at the Military Court in the city of Plovdiv, who was not supported by any of SJC’s members.

The Specialised Courts and Prosecution Offices should commence operation on January 1, 2012. Currently there are 23 vacant seats in these bodies and the post of head of the Court of Appeal is also vacant.

A week ago, Ushev run in the contest for chair of the Specialised Court of Appeal with the same conception, but received only five votes then. According to the supreme magistrates, his professional experience was insufficient to head the Court of Appeal, but perfectly suited to the position of Chair of the Specialised Court of first instance.

“The main point in my concept was the continuous improvement of qualifications in both the lawsuits to be tried and the people who would come to work in this court. Let us see first who will come to work for us and whether an improvement of their professional skills will be necessary,” commented Ushev after his appointment. He stressed that the Specialised Criminal Court should meet society’s requirements for competence, fairness and fundamental justice, and that this was his personal motivation.
