Tomislav Donchev: Municipalities should refrain from radical changes in projects

“The most important thing now is for the newly elected local governments to refrain from radical changes in the projects and to keep the people who work on them,” Minister for EU Funds Management Tomislav Donchev appealed on BNR. According to him, it is not easy to prepare good professionals. They cannot be trained in six months or even a year. Donchev gave as an example municipalities whose political leadership was different from the central Government, but they handle EU funds excellently, and also pointed to municipalities which had not done well. “For the last four years, Plovdiv has done almost nothing for the absorption of EU funds,” he pointed out. The Minister warned the new mayors not to make experiments with projects already underway.

Regarding the 2012 budget, Donchev said that the projected EU investments are realistic. “I have no reason to complain of the budget parameters. It gives comfort to all units engaged in the use of European money. If half of all the investments in Bulgaria were made with EU money in 2010, the ratio this year is 60 to 40. If Bulgaria does not want to lose EU money, in 2012 we should increase our speed. We need to avoid the automatic release of funds,” Donchev commented.
