Lot 2 of Struma motorway to cost BGN 200 mln

The construction of Lot 2 (Dupnitsa-Blagoevgrad) of the Struma motorway is expected to cost BGN 200 mln, the Road Infrastructure Agency informed. The 37-km-long track will be built by engineering, i.e. the contractor will both design and build it. The bidder with the most economically advantageous offer will be selected to implement the project. The funds will come from Operational Programme Transport for the present programming period. “I expect huge interest because this is the largest infrastructure project ever launched, Lazar Lazarov, Chairman of the Road Infrastructure Agency Management Board, told Klassa. According to him, many consortia and associations will participate because of the high technical requirements.

The tender for Lot 2 of Struma is the first one to be conducted in two stages. In the first stage, the technical parameters of the offers will be considered. The projects implemented by the bidders and their turnover will be the decisive criteria. The new rules provide for no more than 8 participants to be admitted to the second phase, i.e. the opening of the price bids. The weight of the price offer in the overall evaluation of candidates will be 50%. The proposed term for implementation will account for 15% of the evaluation, and the specific approach to the project – for 35%. The available equipment and manpower, materials and overall performance will be assessed, too. “I hope that the new procedure we will stop the dumping on the market, which could be observed until now,” said Lazarov. According to him, when the contractor is selected according to the lowest offered price, bidders are tempted to offer unrealistically low prices in order to win the tender, and this is not to the benefit of anyone. Another difference in the new procedure is that the results of each stage could be appealed.

The Road Infrastructure Agency has also launched tenders for the construction of ring roads round Vratsa and Montana. The route round Vratsa is almost 7 km long and that round Montana - 12.45 km.
