Procedure for selecting a contractor for Lot 4 of the Struma motorway to be launched

“The procedure for selecting a contractor for Lot 4 of the Struma motorway will be launched within two weeks,” said Rosen Plevneliev, Minister of Regional Development and Public Works. The reasons for the late start of the tender are some small discrepancies between the project and the Assessment of Environmental Impact for its implementation. However, adjustments have already been made in order to achieve compliance and implementation can begin.

“Our European partners will have a leading role in the Struma motorway project because it is very complicated to implement, considering that work will be going on concurrently on the Hemus and Cherno More projects,” added Plevneliev. The three highways are estimated at a total cost of between €2.5 bn and €3 bn. Bulgaria’s contribution to the project should be 20% of the entire amount, or about €6 mln. The European Bank’s consent for everything - from the overall concept to the selection of a contractor and the supervision of implementation – will be required.

A preliminary draft of the application form for the Struma motorway should be ready by the end of this month. This is also the deadline for preparing the traffic estimates and various options for tunnels along the route will be discussed. “Because the project is very big, the Bulgarian administration will use European assistance and consultancy support by JASPERS (Joint Assistance to Support Projects in European Regions),” commented Plevneliev. The consultants will consider them for about a month and they will be sent to Brussels afterwards.
