Consensus reached for special services not to be in the informal sector
By April 2013, the National Assembly should adopt a general law for the organisation of national security, as well as separate laws for the organisation of the National Intelligence Service, the National Security Service and the military intelligence. The decision was made today at a meeting of the Consultative Council for National Security with the President, which lasted nearly four hours. It was attended by President Rosen Plevneliev, PM Boyko Borissov, National Assembly Chairwoman Tsetska Tsacheva, Deputy Prime Ministers Tsvetan Tsvetanov and Simeon Djankov, and Defence Minister Anyu Angelov. As per the legislative requirements, the meeting of the National Security Council was also attended by the chairpersons of parliamentary groups. For unknown reasons, only the leader of the Ataka party,Volen Siderov, was absent.“The Council of Ministers should draft the four bills by December 2012 and move them en bloc for discussion in Parliament. The aim is to ensure consistency between the laws,” explained President Rosen Plevneliev at a briefing after the meeting.
“The services were in the grey sector, The activity of the National Intelligence Service and of the National Security Service was not legally regulated,” said Rosen Plevneliev. According to him, these units have operated for years under a single law and have not been subjected to effective control on the part of citizens and Parliament.
Prime Minister Boyko Borissov thanked all political parties for the "absolute consensus" achieved. “Some 22 years after the revolution there is no law for the services and it is clear why,” he said. Borissov was angry because of a journalist’s questions - whether the proposal for the appointment of a new Deputy Prime Minister in charge of coordinating these units has finally be revoked. "It is a shame to ask me such a question!" He said and explained that this option has never been discussed.
