Borissov: I’m open to negotiations with Belene NPP investors, but only if they deposit a guarantee of 200 mln

“I’m willing to talk with the US Global Power Consortium, a potential investor in the Belene NPP project, but only if the company makes a deposit of 200 mln in Euro or dollars first,” said Prime Minister Boyko Borissov on Thursday after meeting Giovanni Kessler, Director General of the European Ant-Fraud Office (OLAF). Borissov said he has instructed the Minister of Economy, Energy and Tourism Delian Dobrev to shift negotiations to Parliament. “I have tasked security services to find out how reliable this group of investors is declaring its interest in the Belene NPP,” Borissov added.

“I told Djankov – the moment that deposit of 200 mln is a fact, you bring them to me”, was Borissov’s response to recent investor interest in the Belene NPP, cited by BGNES. “That’s when I will say that their declarations are serious”, the Prime Minister said.

It’s too early to talk about a complete turnaround in the project since the prospective investor hasn't’t laid out the terms of the offer yet. “At this point, it’s not about a restart of the project,” Minister Dobrev told bTV on Thursday. A deal will be on the table, if Global Power Consortium forgoes any demands on state guarantees from Bulgaria and reimburses the Government for all its expenses on the Belene NPP so far. Money spent on arbitration is also subject to negotiations, Dobrev added.

“We will not make a decision on whether to take this energy project off the shelf without seeing who is behind this consortium first,” Dobrev insisted and vowed to ensure complete transparency, unlike many occasions in the past.
