Margarita Popova: I do not want to hear about life imprisonment

I would never like to hear about the death penalty - neither as an individual, nor as a stateswoman. And I would stand against the death penalty, even if I need to stand against the whole world as well, Vice President Margarita Popova said for BNR's programme Sunday 150. From the conversation, it became clear that it was not a coincidence that Mrs. Popova raised the question about the abolition of "life sentence without parole". The Vice President said that this proposal, this view, was consistent with her policy of the time when she worked as a prosecutor. Popova reminded that, in late 2009, under the mechanism for cooperation and verification, she undertook and fulfilled, as a commitment of hers, the setting up of a working group to work on a project for a new Penal Code.

No other country's legislation stipulates by law that life imprisonment can be imposed twice," Popova said. We have "life imprisonment", as a punishment, imposed twice - once with parole and, again, without parole. Margarita Popova said that she understood people, she understood society and she understood their claims, but debates on the subject cannot remain within the framework of humanity and emotional attitudes. According to Popova, it is primarily for the regulation of Bulgarian legislation. "The double imposition of a life sentence by the Penal Code is something that Bulgaria could be sued for under European Union legislation and there is a risk that the Court of Human Rights in Strasbourg will pass yet another guilty verdict against Bulgaria," the Vice President noted.
