SJC approves the amount of BGN 2 mln for salaries of the special magistrates

About BGN 2.2 mln will be allocated by the State for the salaries of the magistrates from the new specialized court and prosecution, which have to become operational by the end of August. The news was released yesterday after a meeting of the Supreme Judicial Council (SJC), which approved the budget for the establishment of the new structures in charge of the cases against organized crime. About BGN 3 mln will be spent for wages and insurances alone. Besides the BGN 2 mln for monthly salaries of magistrates in the new structures, a total of BGN 293 000 will be earmarked for social insurance, and some BGN 130 000 will be spent for health insurance contributions. Calculations show that for the same staff of 134 people currently employed in the special units, some BGN 8 mln per year will be needed for wages and social insurances alone.

The maintenance of the court, including overhead expenses and stationary costs for four months (from September until the end of the year), stand at about BGN 1.6 mln. A total of BGN 1.9 mln will be spent for the purchase of computers, equipment and furniture, including some BGN 800 000 for computers alone.

A total of BGN 6,398,864 from the budget of the judiciary will be needed for the launch of the new institutions after the vacation of the court. This amount does not include the money for the repair of the former building of SANS (State Agency for National Security) at Cherkovna Str in Sofia, which will house the special court and prosecution. The funds for the repairs should come from the budget of the Ministry of Justice, explained Chairman of the Budget Committee within SJC Ivan Kolev. The administration of Margarita Popova, however, considers that the building does not need major repairs but merely renovation, which should paid by SJC.

Overall 53 people - judges, prosecutors and investigators, will work in the new administrative structures. They will be supported by clerical staff of 82 people. SJC decided to transfer the necessary 53 pay-roll positions of magistrates from the "ordinary" courts and prosecutions. A total 22 special judges will deal with about 220 cases per year. The same number of special prosecutors will work on about 1000 pre-trial proceedings.
