The parliamentary Ad Hoc Committee to propose rules for Constitutional amendments within 7 days
Within 7 days, the Ad Hoc Committee elected by the MPs yesterday will propose to the National Assembly Rules of Procedure for the elaboration of a Draft Bill on the amendments and supplementation of the Constitution of Republic of Bulgaria. The Ad Hoc Committee was established for the period of approval, respectively – of the rejection of the Bill relating to the Financial Stability Pact, initiated by the Finance Minister, Simeon Djankov.
The Chairwoman of the Legal Affairs Committee and Vice-Chair of the parliamentary group of GERB (Citizens for European Development of Bulgaria), Iskra Fidosova was nominated to head the new Committee. It is composed of 19 lawmakers. Each parliamentary group is represented by its own Deputy Chair. These are Menda Stoyanova from GERB, Lyuben Kornezov from Coalition for Bulgaria, Aliosman Imamov from MRF (Movement for Rights and Freedom), Ekaterina Michaylova from the Blue Coalition and Ognian Stoichkov from Ataka party.
The other committee members are Valentin Nikolov (GERB), Dimitar Glavchev (GERB), Dimitar Lazarov (GERB), Dobroslav Dimitrov (GERB), Emil Radev (GERB), Krasimir Tsipov (GERB), Yuliana Koleva (GERB), Yanaki Stoilov (BSP – Bulgarian Socialist Party), Rumen Ovcharov (BSP), Hristo Biserov (MRF), Lyutvi Mestan (MRF), Pavel Shopov (Ataka) and Dimitar Chukarsky (independent MP).
The above-listed names indicate that the Ad Hoc Committee includes nine GERB MPs, three lawmakers of Coalition for Bulgaria and three from MRF, two of Ataka and one MP from the Blue Coalition and one independent lawmaker. The Committee's decisions will be basically adopted with the votes of two-thirds of those present in the plenary hall.
During the debates before the vote, Lyuben Kornezov defined the Ad Hoc Committee as unnecessary and predicted that it will yield no results. In his words, Coalition for Bulgaria will partake in the Committee as a sign of respect to parliamentarism but will not support this Draft Bill, "because the Constitution is not a recipe book for the parliamentary majority to make experiments based on it."
