At least three more laws need to be changed so that no interests be charged on unduly received maternity benefits


I have entrusted Minister Simeon Djankov with an inspection of the legal amendments that must be implemented so that mothers who received unduly maternity and childcare benefits would return them without the interests charged, announced yesterday, the Prime Minister, Boyko Borissov during his visit in Varna. In his words, the Finance Minister reported that amendments to three laws were needed. Borissov specified that Djankov should notify him on what mechanisms would be needed so as to avoid this. The documents must satisfy the terms and conditions of an interest-free loan. According to Borissov, the actual implementation will be tough.

Last year the National Social Security Institute (NSSI) announced that some 2000 women received undue compensations and as a result they must refund a total of over BGN 2 mln along with the charged interests. The benefits will be returned by the mothers who have sent their children to municipal nurseries. At the same time, they were receiving the minimum wage per month in the course of one year. Ultimatelly, a 20% interest rate was charged on the funds that mothers must return to the State.

Once it became clear that the mothers have to refund the received benefits to NSSI with the accrued interest, they staged protests in many towns. Their attempts to prosecute the NSSI were unsuccessful. The Supreme Administrative Court ruled also in favour of the NSSI.
