The payroll of ministries declines by 26%

For the second consecutive year, the payroll of ministries has been reduced in number, according to the preliminary data required by the Ministry of Finance. By the end of the month, the report on the state of the state administration, whose sectoral Deputy Minister is Simeon Djankov, must be adopted and published. Part of the data already released to the public showed that in 2010 the total number of the staff of the individual ministries decreased by about 26% year-on-year. The figures are the following: 3,000 employees less (as the Ministry of Interior is included in the data) .

Last year, Djankov announced that the laying-off of about 2,500 officials was pending in the structures. The latter was obviously implemented. According to the latest report of the Ministry of Finance on the employment rate at the end of 2010, state and municipal employees numbered 106,150 people. The central public administration alone is operated by 61,528 civil servants. By comparison, in 2001, the total of number of civil servants was 88,071 people, while that of government officials was 42,987.

Against the background of all promises of optimisation, however, municipalities increased their payrolls. According to the experts' calculation, these rose by almost 4%. This negative trend alerted Djankov, who stated in May that "the lay-offs in the Sofia Municipality were almost zero''. He urged mayors to cut their personnel. Besides, he insisted on the introduction of an Administrative Board, which should not allow an increase in staff.

According to the opinions of foreign observers, last year's trend in the ratio of female civil servants to male ones continues. The public administration continues to deepen the tendency for female officials to be dominant both in number and as superiors. However, the critical 60% in favour of women have already been passed, thus giving the right to men to talk about discrimination. Pursuant to the law, if one gender exceeds the other in number at a 60: 40 ratio, we can talk about discrimination.
