Funding for the Ministry of Interior to be cut down. More allocations for culture, education and sport
The 2012 budget envisages the reallocation of part of the funding to the security sector towards other spheres, such as culture, education and sport, said Minister of Finance Simeon Djankov on BTV yesterday. The overall money for culture will be increased by 10-15%; there will be more money for sports as well. According to the minister, the healthy and educated children are the country's national security. Djankov was clear that there were no controversies between him and Prime Minister Tsvetanov and they had already discussed this issue before the launch of the election campaign and the withdrawal of the Minister of Interior.“The 2012 budget, as a general framework, will be the same as the one in 2011,” promised Djankov. An economic growth of 2.5% is planned. This is the second cut in the growth forecast- just a month ago the expected GDP growth was reduced from 4.2% to 3%.
“In the next weeks, the draft budget will be discussed with various ministries, with the social partners and at the beginning of November it will be adopted by the Council of Ministers and by Parliament as a law,” promised Djankov. The MOF is expecting the final economic forecast for the next year, which is particularly important because of the situation in Europe.
Djankov was clear that, in Bulgaria, there would be no reductions in the salaries and pensions, as in other European countries, but civil servants should not expect a 13th salary. "It is not appropriate for them to receive an additional remuneration. They work 12 months and should be paid for 12 months. As long as I am Minister of Finance, a 13th salary will not be granted to civil servants "said the Deputy Prime Minister. "Things are quite different, when it comes down to the Christmas bonuses of pensioners. We will carefully monitor the budget fulfilment in early November. If a slowdown, similar to the respective process in Europe is not noticed, we would be able to allocate Christmas bonuses for pensioners," he said.
