The Ministry of Interior to be able to receive donations

The Minstry of Interior will be allowed to receive donations in the future, decided the Parliament yesterday after MPs rejected the proposal of the MP from MRF, Hristo Bisserov for amendments to the Ministry of Interior Act.

With 59 votes against, 17 in favour and 13 abstentions, the MPs did not approve the idea for the donations to drop out as a revenue item of the MI budget and the institution to be subsidised only by its own budget.

According to the released report, for the first six months of this year, the MI revenues amounted to about BGN 3.8. They involve donations of municipalities worth BGN 141, 249 and those of state institutions worth BGN 132,126, as well as donations worth 2.5 mln from commercial companies with state municipal participation. Besides, overall BGN 2 mln of the latter amount were granted by a company entirely owned by the Ministry of Interior. Over the same period, the donations from physical persons amounted to over BGN 1 mln.

"It is improper for MI to receive funds from budget organisations and is abnormal that one third of the donations come from physical individuals,'' substantiated his proposal Bisserov. According to him, it is improper for the Ministry to have a company whose sole task is to donate funds to the Internal Department. Bisserov referred to the already well-known vicious practice for private entities to donate funds in order to receive protection.

"If the amendments to the Ministry of Interior Act are adopted, the MI will not be able to act as a beneficiary under international programmes," stated Deputy Interior Minister Dimitar Georgiev. He indicated that currently funds were granted to the Interior Office under the Framework Programme Solidarity and Management of Migration Flows and they were registered precisely as donations. "The Ministry of Interior controls an organization for ensuring the transparency of funds, which ensures financial record keeping and prevention of misappropriations," assured also Dimitar Georgiev.
