Electronic identity cards to be introduced after 2 years

“After two years, every Bulgarian will have an identity card (ID) with an electronic chip,” announced Deputy Minister of Transport Valery Borissov during the presentation of the results achieved under Operational Programme Administrative Capacity (OPAC) yesterday. Despite the fact that personal documents were replaced recently, these must be changed again. The reason for this is that, by early 2013, an efficient system for electronic identification of citizens must be introduced in the country.

The ID card with an electronic chip should contain information on the health status of citizens, on social security contributions, taxes paid, address and the data for electronic voting.

The Minister did not explain, however, whether ID cards should be replaced altogether or the measure will apply only to people whose documents have expired.

The recent change of documents took place less than two years ago, when the Ministry of Interior paid the amount of €116 mln to Siemens.

In the summer of 2010, the issuing of personal documents was about to fail because of delays in the processing of the applications. There were huge queues in police stations.

By the end of last year, the validity of a total of 1.4 million ID cards, about 594,000 international passports and some 640 driver's licences was about to expire.

Then, Minister of Interior Tsvetan Tsvetanov said that “the next replacement of documents was planned to take place after another 8 years in order to be carried out within 2-3 years and for the problems which we face today to be avoided.”
