Syndicates and employers demand the right of legislative initiative

“Syndicates and employers asked PM Boyko Borissov to be granted the right of legislative initiative,” Plamen Dimitrov, President of the Confederation of Independent Trade Unions in Bulgaria (CITUB), said for Klassa. Dimitrov and Konstantin Trenchev, leader of the Podkrepa Labour Confederation, held a meeting with the Prime Minister on February 10 where they set a condition for returning to the National Council for Tripartite Cooperation - issues on which syndicates and employers organisations have a consensus should be directly moved for approval to the Council of Ministers and the National Assembly without being debated in the Tripartite Cooperation Council. However, this will apply only to cases on which the State has expressly asked for the opinion of the social partners.

Trade unions will return to the National Council for Tripartite Cooperation tomorrow to discuss the case which will probably be included as an amendment to the Labour Code. “This will improve our interaction with the Government and our role in the social dialogue will become more meaningful,” pointed out CITUB’s President. Let us remind our readers that three months ago, the syndicates left the Tripartite Cooperation Council after a conflict with the Council’s Chairman, Deputy PM and Finance Minister, Simeon Djankov.

The proposal for a kind of legislative initiative has been agreed with employers, Bozhidar Danev, President of the Bulgarian Industrial Association, confirmed for Klassa.
