Diana Kovacheva: Foreign experts will help us in severe high-profile cases

“Magistrates from the USA and the Netherlands will work in Bulgaria as experts in charge of analysing the development of severe high-profile cases,” announced Minister of Justice Diana Kovacheva, who attended the presentation of the project Rule of Law and Organised Crime, conducted by the RiskMonitor foundation. The project was financed by the America for Bulgaria foundation and was conducted by the RiskMonitor foundation in partnership with the Specialised Prosecutor’s Office of Appeals and the Specialised First Instance Prosecution.

The task of the foreign experts is to train Bulgarian specialised prosecutors. Workshops and seminars are planned to take place in the next 15 months with the participation of Bulgarian and international speakers on actual problems related to investigations of organised crime and corruption.

“We will seek reasons why, in many cases, the investigations have been delayed or the cases have not been successfully completed and the guilty persons have not been punished. These experts will conduct an analysis and an assessment of the issue why the Prosecution has often failed to prove its thesis," said the Minister of Justice.

The first theme of the series of training seminars under the project is: "Follow the Money: How to Investigate Criminal Organisations in Depth."

The experts are expected to arrive in the country in June. Then, in teams with their colleagues from Bulgaria, they will present and implement methods for analysis of heavy high-profile cases. The Minister gave as an example the cases of the "Margini", "Galevi", "Mario Nikolov," which can be subjected to external assessment.

Krassimir and Nikolay Marinovi were finally acquitted by the Supreme Court of Cassation (SCC) for the commissioning of three murders. Angel Hristov and Plamen Galev are waiting for the decision of the SCC, while the case against Mario Nikolov has not started at the Sofia Court of Appeal in a year and a half.
