Interior Minister Tsvetan Tsvetanov: Ministers cannot head the election headquarters

Ministers, Deputy Prime Ministers and PMs not to be appointed as chairmen of election headquarters proposed Interior Minister Tsvetan Tsvetanov at a round-table discussion with the President on the topic of "The Election Process: Problems and Solutions."
Tsvetanov demanded a change because of the "speculations" circulated during the last elections for local government and President that "a specific representative of the executive power might exert some influence on the election process." At that point, the Deputy Prime Minister and Interior Minister was also acting as a Chairman of the election headquarters of GERB (Citizens for European Development of Bulgaria).

Another proposal at the roundtable submitted by the GERB government referred to the introduction of a register of the party's supporters. Thus, according to Tsvetanov, there should be full transparency as to "how many and who these persons actually are."
According to the GERB MP Iskra Fidosova, who is the ideologist of the Electoral Code, according to the needed legislative amendment – the supporters should not advocate individual candidates but parties and coalitions.
This measure will reduce their number because it became a legitimate practice of vote buying.

Fidosova also stated that it was false that GERB considered the option that the party, which won the election by outpacing the second candidate by more than 5% difference should receive bonus seats in parliament, thus obtaining an absolute majority of 121 MPs. In fact, the winning party in Greece received a similar "bonus". "We have not even thought of a similar strategy. Two years ago we stated that we objected to the measure for granting by law bonuses to any kind of political formation," stated Iskra Fidosova.
For his part, President Rosen Plevneliev defined as a challenge to the Bulgaria democracy, the vicious practice of vote buying. According to the Head of State, however, the problem should not refer to the electoral legislation, but to the Penal Code since the act itself constitutes a crime.
