Administrative burden on businesses to be reduced via 271 measures

Some 271 measures for reduction of the administrative and regulatory burden on businesses are projected in a plan, drawn up by the Council for Administrative Reform. The document was posted on Wednesday on strategy.bg - the portal for public consultations – and coordination on it will last until August 29. The deadline for implementation of the measures is October 30, 2012. The announcement says that the measures are based on the proposals made by representatives of NGOs, industry and employers’ organisations, publications and comments in the media.

Nearly 750 regulatory regimes harass businesses, it became clear in February 2012 when the Council for Administrative Reform approved the initiative for elimination, simplification and reduction of administrative barriers.

The plan published on the portal projects elimination of 45 services, reduction of the number of necessary documents for use of 88 administrative services, elimination of the requirement for presenting a certificate of actual status in over 30 legislative acts, reduction of the deadline for providing 59 services, setting up of an electronic register for 17 services and exchange of information through official channels for 30 services. Klassa.bg reminds that, in May 2012, the Council for Administrative Reform sent letters to employers’ organisations and companies, asking them to point out the administrative burdens to businesses and recommend how to create a better business environment. The Council asked which regulatory costs should be reduced and to what degree state intervention should be decreased. And also: “how should the administrative burden be reduced and how should the respective procedures be streamlined, including a reduction of the number of required documents and the deadlines for providing the service”. The survey of Klassa daily then showed that the initiative was welcomed by employers and professional organisations.
