Illegal construction up to 2001 with an amnesty

All who have not legalised construction or reconstruction made by March 31, 2001 will be able to do so, decided the lawmakers on Thursday, as they adopted the final amendments to the law on spatial planning. The first amnesty was in 2001 - then the opportunity to legalise such construction and reconstruction made until 1987 was given. Like the previous time, certificates will be issued only if the construction or reconstruction were eligible at the time of their accomplishment. Parliament decided that the amnesty will remain in force within 12 months after the amendments enter into force.

The opposition, however, was adamant that this will lead to the legalisation of illegal construction.

"This will be the first Parliament which legalises illegal construction and stimulates illegal construction," MRF deputy Remzi Osman commented and added: "I understand - there are constructions around dams and they have to be legalised. What happened to the ones that got destroyed? Because the person has been unable to call someone. Will we legalise the Roma ghettos? Let's legalise them as well! A big part of them is admissible - entire neighbourhoods - they receive electricity and they already have sewage."

According to Dimcho Mihalevski from BSP, this will be another consecutive amnesty. "You will announce it loudly to society and the illegal construction in Bulgaria will continue. So we haven't done anything," the opposition MP addressed the government.

Iskra Fidossova from GERB explained that the commission has given an opportunity and it is extending the deadline for the certificates of tolerance up to March 2001.
