Bulgaria has a month to amend the Gambling Bill

By July 20, 2011, Bulgaria’s Government must justify or amend the Gambling Bill in order to avoid a reaction by the European Commission (EC), warned the European Gaming and Betting Association. According to the organisation, the criticism on the part of the EC is directed at the full ban on all gambling adverts, as well as the requirement for companies to have five years of experience in Bulgaria in order to get a licence for online gambling. However, the EC has not published a detailed opinion on the Bulgarian Gambling Bill yet.

According to EU regulations, such an official opinion of the EC would mean that Bulgaria is given a month to justify or amend the controversial provisions in the draft. If the Bulgarian Government fails to comply with these requirements and adopts the Bill despite EC’s detailed opinion, punitive procedures against the country may be initiated. According to the European Gaming and Betting Association, EC’s message to the Bulgarian Government is unambiguous. “They need to reflect on this very clear feedback from the Commission,” said Sigrid Ligne, Secretary General of the European Gaming and Betting Association.
“Some of the main requirements in the Bill are not something that would motivate any operator to apply for a licence in Bulgaria. We need to see how the Government responds to this detailed negative opinion,” Sigrid Ligne added.
