The categorisation of Bulgarian beaches to be repealed

The idea of ​​categorisation of Bulgaria's beaches will probably be repealed because its implementation in times of crisis could lead to a reduction in state revenues, announced Minister of Regional Development and Public Works, Liliana Pavlova. Yesterday, the GERB (Citizens for European Development of Bulgaria) government had to approve the drafted amendments to the Black Sea Coast Act but, because of the numerous proposals, it will be revised and proposed for new interdepartmental coordination, stated Pavlova. By contrast, ministers approved the amendments to the Spatial Development Act. It clearly differentiates the responsibilities referring to construction projects, which should be allocated between the Directorate for National Construction Supervision (DNCS) and Bulgarian municipalities. The monitoring of first, second and third-class construction projects will be entirely within DNCS's powers, while the prerogatives of municipalities will be repealed. The local authority will be responsible for construction works of lower categories, as well as for the full cycle of construction control, including the removal of illegally constructed buildings, without being allowed to transfer its responsibility to DNCS, explained Pavlova. The bill provides for the introduction of amendments relating to the requirements for the implementation of the activities of investment project assessment for compliance with the essential requirements for the construction works and the application of construction supervision. Besides, it was proposed for the licensing regime for the implementation of these activities to be transformed to a registration one. Besides, the Ministry proposed further supplementation and specification of the registration requirements for the consulting services along with the responsibility and obligations of consultants, including the imposition of more austere penalties.
