Bulgarian parliamentary committee approves new anti-corruption draft bill at 1st reading

Committee on legal affairs with Bulgaria’s National Assembly passed Wednesday the new version of an anti-corruption draft bill at first reading, which envisages the establishment of a national bureau for prevention of corruption and forfeiture of illegal acquired assets, FOCUS News Agencyreported.
The bureau will be comprised of the Commission for Prevention and Ascertainment of Conflict of Interest, the Commission for Forfeiture of Illegally Acquired Assets, the Centre for Prevention and Combating Corruption and Organised Crime (BORKOR), and the National Audit Office department in charge of performing checks on property declarations.
The bureau will have a director and four deputy directors elected by the National Assembly.
It will have territorial structures and its employees will have to do integrity tests.
In order to work efficiently, the bureau will be able to receive cooperation and information from state establishments, the local authorities, juridical persons, and citizens.
As regards magistrates, they will submit property and interest declarations to the Inspectorate with the Supreme Judicial Council (SJC), which will use the bureau’s software system and methods and if discrepancies are established, the Inspectorate will submit a signal to the bureau so that a thorough check on property is performed.
